Security and traffic arrangements have been geared up ahead of the Prime Minister’s visit to Guwahati for attending the of the swearing-in ceremony of Himanta Biswa Sarma, who will take oath as the Chief Minister of Assam on Tuesday.
Sarma will be the first non-Congress Chief Minister to be sworn in for the top post for two consecutive terms in a row in Assam.
Unconfirmed sources indicate that two MLAs will also take oath as ministers in the oath-taking ceremony even as the final list of members to take oath would be finalised by Monday evening.
Bamboo barricades and security checkpoints have been put up near Veterinary College Field in Khanapara, the venue of the oath-taking ceremony of the BJP-led NDA government’s third consecutive term in Assam.
Sources here have informed that Prime Minister Narendra Modi, Union Home Minister Amit Shah, Union defence minister Rajnath Singh would be arriving in the city by Monday night to attend the swearing-in ceremony scheduled to begin at 11.40 am on May 12.
Senior BJP leaders, alliance partners, bureaucrats and party workers from across the state as well as industrialists will be attending the oath-taking ceremony on Tuesday.
“National BJP president Nitin Nabin is also arriving this evening. Twenty-one NDA Chief Ministers would be attending the swearing-in ceremony,” Assam Chief Minister Himanta Biswa Sarma informed mediapersons on Tuesday.
According to the City Police’s advisory, movement of heavy and slow-moving vehicles will remain completely prohibited on NH-27 and NH-17 during the restricted period on Monday.
The restrictions will be enforced from the Koinadhora point in Khanapara up to Bhupen Hazarika Samadhi Kshetra in Jalukbari, and further towards Azara.
Earlier, the Governor of Assam officially appointed Sarma as the Chief Minister under Article 164(1) of the Constitution of India.
According to a notification issued by the Parliamentary Affairs Department of the Government of Assam, the oath-taking ceremony will be held at the Veterinary College Field in Khanapara, Guwahati.
The official order stated that the Governor exercised powers vested under clause (1) of Article 164 of the Constitution to appoint Sarma as the Chief Minister of the state.
Sarma had on Sunday formally staked claim to form the next government following the BJP-led alliance’s emphatic victory in the Assam Assembly elections.
The notification, signed by Assam Chief Secretary Ravi Kota, was circulated to senior administrative officials, constitutional authorities and departments concerned for necessary action ahead of the swearing-in ceremony.
