CEO Urges Voters to Submit Forms Before June 28 Deadline

Sikkim has successfully completed the distribution of Enumeration Forms (EFs) to all eligible voters as part of the ongoing Special Intensive Revision (SIR) of electoral rolls, marking a significant milestone in the electoral roll revision process. Announcing the achievement on Wednesday, Chief Electoral Officer (CEO) Raj Singh Yadav said the state had achieved 100 per cent distribution of the forms well before the prescribed deadline. However, he stressed that the exercise would only be meaningful if voters submit the duly filled forms within the stipulated timeframe. Addressing reporters in Gangtok, Yadav clarified that receiving an Enumeration Form does not automatically guarantee inclusion in the draft electoral roll. He said all eligible voters must submit the completed forms to their respective Booth Level Officers (BLOs) on or before June 28 for their names to be considered during the revision process.

He warned that voters who fail to submit the forms within the deadline will not be included in the draft electoral roll, as no submissions will be accepted after June 28. “Distribution of forms is only the first step. Electors must ensure that the completed forms reach their respective BLOs within the prescribed timeline,” Yadav said. According to the CEO, once the forms are received, BLOs will record the submissions through the BLO App before the documents are digitised and processed. He appealed to voters across the state to cooperate with election officials and complete the process without delay. Responding to complaints that some voters had not been visited by BLOs, Yadav explained that BLOs are authorised to work only within their designated polling areas and voter addresses. He said electors residing away from the addresses recorded in the electoral roll must take the initiative to contact the concerned BLO and submit the form in their registered constituency.

The CEO also addressed issues concerning the floating population and reiterated that voters staying outside their registered locations should coordinate with BLOs in their respective constituencies to obtain and submit the required documents. While expressing satisfaction over the successful completion of form distribution, Yadav voiced concern over the pace of digitisation in several districts. Official data showed that digitisation of submitted forms has progressed at varying rates across the state. Mangan district has recorded the highest digitisation rate at 48 per cent, followed by Gangtok at 38 per cent, Namchi at 37 per cent, Gyalshing at 35 per cent and Soreng at 34 per cent. Pakyong currently has the lowest digitisation rate at 31 per cent. Election authorities have urged all eligible voters to submit their completed Enumeration Forms well before the June 28 deadline to help ensure the preparation of an accurate and updated draft electoral roll for the state.
