AEGCL, AGCL Listing and Clean Energy Push to Boost Assam’s Power Future

Assam has set an ambitious goal of becoming an energy-surplus state, with Chief Minister Himanta Biswa Sarma announcing a series of major reforms aimed at strengthening the power sector, improving electricity supply and expanding clean energy generation. The decisions were taken during a high-level review meeting chaired by the Chief Minister with senior officials and stakeholders from the power sector. The government said the reforms are part of a long-term strategy to build a reliable, efficient and financially strong electricity network capable of meeting the state’s growing energy requirements. Sharing details of the roadmap, Sarma said the government is focusing on improving the financial health of power utilities, reducing transmission losses, enhancing grid stability and increasing investments in sustainable energy projects.

One of the key proposals involves listing Assam Electricity Grid Corporation Limited (AEGCL) and Assam Power Generation Corporation Limited (AGCL) on the stock exchange. The move is expected to allow the state-owned utilities to access capital markets and raise additional funds for infrastructure development and future expansion projects. The government has also fixed a target to bring down Transmission and Distribution (T&D) losses from the current 13 per cent to 8 per cent over the next few years. Officials believe that reducing these losses will improve operational efficiency and strengthen the financial position of power distribution agencies. The Chief Minister reiterated the government’s zero-tolerance approach towards power theft and directed authorities to intensify enforcement measures across the state. He stressed that eliminating illegal power consumption is essential for ensuring a stable and sustainable electricity system. As part of efforts to improve energy security, the government will explore the possibility of expanding the state’s Pump Storage Project capacity. Such projects are designed to store energy and help maintain grid stability during periods of high demand or fluctuations in power generation.

The meeting also decided to accelerate the implementation of all ongoing power projects in the state. In addition, the government will examine the feasibility of establishing small hydroelectric power projects in different parts of Assam to increase renewable energy generation and diversify power sources. Officials said the reforms are aimed at creating a modern power sector that can support industrial growth, economic development and rising household electricity demand. The focus will also remain on ensuring affordable and uninterrupted power supply for consumers across urban and rural areas. The Chief Minister noted that Assam’s long-term objective is to reduce dependence on external sources of electricity and generate enough power to meet its own requirements while creating surplus capacity for future needs.
