Massive Preparations Underway in Assam for Census 2027 Phase-I Exercise

The Assam government announced the schedule for Phase-I of Census 2027, which will be conducted across the state from August 17 to September 15, 2026. Self-enumeration through the official online portal will remain open from August 2 to August 16. The schedule was finalized following a high-level review meeting on Census preparedness, where officials assessed readiness related to field operations, training, digital infrastructure, supervision and public outreach ahead of the nationwide exercise. According to an official statement, Assam Chief Secretary Ravi Kota stressed the importance of coordinated preparation and public participation for the successful conduct of the Census.

“The successful conduct of Census 2027 will require coordinated administrative efforts, public participation and timely preparedness at every level,” he said. Officials stated that Population Enumeration under Phase-II in Assam will be conducted in February 2027 along with the rest of the country, with the reference date fixed as March 1, 2027. As part of preparations, two national trainers have been selected from the Directorate of Census Operations, Assam, to conduct cascade training programmes across the state. A total of 59 master trainers has also been designated, and their training is scheduled from June 9 to June 12, 2026. Additionally, the state government has finalized 1,109 field trainers, whose training is expected to begin from the third week of June. Officials said nearly 83,535 enumerators and supervisors, including reserve personnel, will be deployed during the Phase-I Census operations across Assam.

The Registrar General and Census Commissioner of India highlighted the role of technology in the exercise, noting that digital interventions, self-enumeration and real-time monitoring systems would play a key role in ensuring accurate and transparent data collection. Chief Principal Census Officer of Assam Biswajit Pegu urged citizens to actively participate in the exercise and comply with provisions under the Census Act, 1948. Officials added that the data generated through Phase-I would help both the state and central government’s plan housing, infrastructure and delivery of essential services more effectively in both rural and urban areas. The review meeting was attended by Mrityunjay Kumar Narayan, senior officials of the Assam government, district commissioners, municipal commissioners and officials from the Directorate of Census Operations, Assam.

Census 2027 will be India’s first fully digital Census and will be conducted in two phases — House-listing and Housing Census (HLO) and Population Enumeration (PE). Phase-I will focus on houses and households rather than individuals, collecting details on housing conditions, amenities and assets possessed by households. The exercise will also provide the framework for Population Enumeration during Phase-II. Residents in Assam will be able to self-enumerate through the official portal before house-to-house verification by trained enumerators using digital devices.
