Assam Cabinet Clears Key Bills Ahead of Assembly Session

The Assam government will introduce a series of important Bills during the Assembly session beginning on Monday, with a focus on tourism, land administration and urban development. Chief Minister Himanta Biswa Sarma said the proposed legislations are aimed at improving governance, easing regulations and supporting the state’s long-term development plans.

Addressing a press conference after the state Cabinet meeting on Sunday, the Chief Minister said the Assembly would consider amendments to the Assam Tourism and Development Registration Act, 2024, changes to the Assam Land Revenue Regulation Act, and a new law to establish the Guwahati Satellite City Development Authority.

One of the key proposals is the amendment to the Assam Tourism and Development Registration Act, 2024, which seeks to simplify the registration process for hotels and homestays across the state. The amendment also proposes repealing the colonial-era Sarais Act, 1867. “The registrations of hotels and homestays will be done. We will repeal the Sarais Act, 1867,” Sarma said, adding that the move is intended to make tourism-related regulations more practical and business-friendly.

The government will also introduce an amendment to Chapter XII of the Assam Land Revenue Regulation Act. Describing it as a “powerful amendment Bill”, the Chief Minister said the proposed changes are expected to strengthen the state’s land administration framework, although detailed provisions will be placed before the Assembly during the session.

Another major proposal approved by the Cabinet is the Guwahati Satellite City Development Authority Bill, 2026. Under the proposed legislation, the Chief Minister will serve as the chairperson of the authority, which is expected to oversee the planning and development of satellite townships around Guwahati to support the city’s future expansion.

The Cabinet also approved several administrative and infrastructure-related decisions. These include an allocation of Rs 97.90 crore for the modernisation of the Assam Police’s 112 emergency response service, amendments to the Assam Minor Minerals Concession Rules, 2030, and the allotment of 33 bighas of land at Biswanath Chariali for an Amul milk processing unit.
