Sikkim electoral roll revision to use 2002 list as base for eligibility verification

The Election Commission is preparing to begin the Special Intensive Revision (SIR) process in Sikkim, with the final electoral roll scheduled to be published on September 6, 2026, according to official documents related to the exercise. The revision process is aimed at ensuring inclusion of all eligible voters while identifying and removing ineligible entries after verification. Officials said the electoral roll of the last SIR conducted in 2002 will be used as the reference point for eligibility verification. Under the process, Booth Level Officers (BLOs) will carry out house-to-house visits across the state and distribute Enumeration Forms (EFs) to voters. The documents mention that partially pre-filled forms will be provided to electors during the visits.

According to the schedule, preparation, training and printing work for the SIR process will continue from May 20 to May 29. House-to-house verification by BLOs will be conducted from May 30 to June 28. Officials said BLOs have been instructed to make at least three visits to collect Enumeration Forms from electors. If houses remain locked, slips and stickers will be placed on doors for follow-up visits. The rationalisation of polling stations is expected to be completed by June 28. The draft electoral roll will be published on July 5. The period for filing claims and objections has been fixed from July 5 to August 4, while disposal of claims and objections will continue till September 2. The final electoral roll is scheduled to be published on September 6.

The guidelines state that electors who submit the Enumeration Form will be included in the draft electoral roll. Those who fail to submit the form may not be included. Officials also stated that no bulk forms would be handed over to relatives, local residents or panchayat representatives for submission on behalf of voters.
