The Assam Cabinet, chaired by Chief Minister Himanta Biswa Sarma, on Tuesday approved a series of welfare, infrastructure, employment and administrative measures, including Rs 2,100 crore for land acquisition and development of the proposed Aerotropolis Satellite City Project in Guwahati and Rs 450 crore for the Bodoland Territorial Council (BTC).The Cabinet approved administrative sanction for utilisation of Rs 2,100 crore towards land acquisition and development of the Aerotropolis Satellite City Project. The project is part of the state government’s plans to create new urban infrastructure and support planned development around the Guwahati region. The Cabinet also approved the release of Rs 450 crore to the BTC as the first instalment of the State-Owned Priority Development (SOPD-G) fund for the 2026-27 financial year. The funding is expected to support priority development works in the Bodoland Territorial Region.
For youth welfare, the Cabinet approved a budgetary provision of Rs 118.58 crore for 2026-27 for implementation of the Chief Minister’s Jibon Prerana scheme.In another decision, the government approved the issuance of OBC Non-Creamy Layer (NCL) certificates in a prescribed state format to eligible members of six communities included in Assam’s State List of OBCs but not in the Central List of OBCs for the state. The Cabinet also approved mandatory police verification for candidates appointed to government service. The verification will cover their character, antecedents, nationality and the authenticity of documents submitted during the appointment process. Police verification will have to be completed within six months. Candidates, however, will continue to submit notarised affidavits so that the appointment process is not delayed. The Cabinet further approved a revised payment structure for Foreign Language Training-cum-Implementation Partners (FLTIP) under the CM-FLIGHT programme. Under the new structure, a candidate will receive Rs 30,000, or 30 per cent of the payment, after completing three months of training. Another Rs 30,000 will be released after six months.
A further Rs 40,000, equivalent to 40 per cent, will be paid after completion of the training and submission of a foreign language proficiency certificate. The government has also approved post-placement assistance of Rs 50,000.The Cabinet also cleared the draft lease deed between the Assam Industrial Development Corporation Ltd (AIDC) and Indian Hotels Company Limited (IHCL) for development of a Taj Gateway hotel at the premises of the erstwhile HPCL facility in Jagiroad. The decision is aimed at facilitating the hospitality project at the industrial location and strengthening supporting infrastructure in the area.In another relief measure, the Cabinet approved relaxation for the Moran and Matak communities from the ban on fresh Aadhaar enrolment for applicants aged 18 years and above in Assam. The relaxation will remain in force until March 31, 2027.The Cabinet also approved a provision for zero agriculture tax for farmers with net agricultural income of up to Rs 10 lakh. The measure is expected to keep most small tea growers outside the ambit of agricultural tax and provide relief to farmers with relatively lower agricultural earnings. Taken together, the decisions cover major urban infrastructure, regional development, youth employment, social documentation, government recruitment procedures and tax-related measures. The Rs 2,100 crore Aerotropolis allocation is among the major infrastructure decisions, while the Rs 450 crore SOPD-G release provides financial support for development activities in the BTR during the current financial year.
