Assam takes multi-agency response route to expedite flood relief, rehab, livelihood restoration

The Assam government is leaving no stone unturned to ensure flood relief and rehabilitation efforts are carried out with compassion and accountability so that affected families can rebuild their lives and livelihoods with dignity and resilience.
In this regard, Chief Secretary Ravi Kota on Thursday chaired a high-level review meeting of the District Consultative Committee (DCC) through video conference with the District Commissioners of Jorhat, Sivasagar, Charaideo and Golaghat to review the implementation of flood relief measures and steer a coordinated, multi-agency response aimed at expediting relief, rehabilitation and livelihood restoration.
The meeting brought together district administrations, banks, insurance companies and line departments to operationalise an integrated framework for governance, damage assessment, financial assistance and insurance claim settlement.
Emphasis was laid on strengthening institutional coordination, ensuring daily monitoring and facilitating timely assistance to affected citizens.
Detailed discussions were held on the verification of losses across the agriculture, livestock, fisheries, housing, MSME and allied sectors, with emphasis on technology-enabled assessment and field-level verification mechanisms.
Specific timelines were reiterated for the completion of authenticated damage assessments by the concerned departments by August 14, and the placement of sector-wise assessments before the respective committees by August 18.
At the field level, district-wise insurance nodal officers have already been designated for Jorhat, Sivasagar, Charaideo and Golaghat, while dedicated review mechanisms have been instituted to monitor progress and address bottlenecks.
Special emphasis was also laid on simplifying documentation requirements and permitting alternative modes of verification wherever original records have been lost or damaged owing to the floods.
Banks have been advised to proactively reach out to affected borrowers and extend suitable relief measures, including moratoriums, restructuring of loans, fresh credit support and consumption loans for immediate household requirements within the next two weeks.
Insurance companies have likewise been directed to operationalize helplines and expedite claim settlements through close coordination with district administrations and financial institutions.
