Assam Chief Secretary Dr Ravi Kota has ordered strict compliance of the provisions of the Solid Waste Management (SWM) Rules and the directions of the Hon’ble Supreme Court relating to scientific waste management and environmental safeguards.
He gave the directive during a video conference with all District Commissioners and concerned departments to review implementation of the Solid Waste Management (SWM) Rules, 2026 across Assam.
Dr Kota emphasized strengthening of source segregation, door-to-door waste collection systems, decentralized waste processing infrastructure, and scientific remediation of legacy waste dump sites.
He asked districts to ensure identification and notification of bulk waste generators, including markets, educational institutions, hospitals, industries, government establishments, tea gardens and other large entities.
The Chief Secretary reviewed the constitution of district-level Special Cells for monitoring implementation and directed all districts to ensure regular compliance reporting and monitoring mechanisms.
He tressed the need for coordinated action by Urban Local Bodies, Panchayati Raj Institutions and district administrations for effective implementation of waste management practices at the grassroots level.
He directed districts to identify tourist destinations, pilgrim centres and other high-footfall areas for focused solid waste management interventions.
Dr Kota also laid emphasis on awareness generation, accountability of stakeholders, regular review meetings and strengthening of grievance redressal mechanisms to ensure sustainable and scientific waste management across the state.
