The index assesses the energy efficiency performance of all 36 states and Union Territories for the fiscal year 2023–2024. It was created by the Bureau of Energy Efficiency (BEE) in collaboration with the Alliance for an Energy Efficient Economy (AEEE). Assam and Tripura, which consume between 1 and 5 million tonnes of oil equivalent (MToE) and less than 1 MToE, respectively, were notable for their strong adoption of sustainable energy measures. Officials credited continuous policy execution and focused activity in important sectors for their good rankings.
Akash Tripathi, IAS, Additional Secretary at the Ministry of Power and Director General of BEE, unveiled the index, which uses a comprehensive set of 66 indicators to evaluate energy efficiency across seven key sectors: buildings, industry, municipal services, transportation, agriculture, electricity distribution companies (DISCOMs), and cross-sector initiatives. Assam and Tripura have both made significant progress in promoting electric mobility, enacting energy efficiency laws for MSMEs, and implementing the Energy Conservation Building Code.
Additional accomplishments include municipal climate action plans, solar-powered agricultural pumps, and technology-driven projects like energy audits and retrofits. The 2024 index also highlights positive national trends: 31 states and UTs have formed high-level steering committees on energy transition, led by their chief secretaries, and all 36 states and UTs have now created State Energy Efficiency Action Plans. With Tripura and Assam leading the way, the sixth edition of the SEEI demonstrates the increasing momentum in India towards a more sustainable energy future.
