Meghalaya Speaker refuses to fine Oppn MLA

Meghalaya Assemby Speaker, Metbah Lyngdoh on Thursday refused to impose fine on Opposition Congress legislator from Rangsakona, Zenith Sangma for allegedly moving a “groundless” privilege motion against Chief Minister Conrad K Sangma.

Zenith had tabled a motion of breach of privilege against the Leader of the House  on March 15, for allegedly misleading the House on the power purchase agreement signed  with the National Thermall Power Corporation Ltd (NTPC) in 2007.

“After careful examination, I have decided that the matter should not proceed further and  it is now closed. This is my ruling,” the Speaker pronounced while delivering his ruling on the matter.

The Speaker had on the same day that the motion was tabled, informed the House that he  would give his ruling on the matter at a later date based on the demand of Deputy Chief  Minister in-charge Parliamentary Affairs, Prestone Tynsong to impose a Rs 500 fine against the Congress legislator for tabling a “groundless complaint”.

Tynsong had said that the fine would set precedence and prevent such “groundless motions” from being tabled in the Assembly in the future and save time for other important businesses to be taken up.

The privilege motion was defeated by a voice vote.
