Kuki-Zo Groups Seek Political Solution as Manipur Govt Formation Speculation Grows

Amid increasing concerns regarding the establishment of a new government in violence-affected Manipur, Kuki-Zo tribal organizations have revitalized their demands for a political resolution, planning a mass rally to urge the Indian government to expedite actions on their concerns. The Kuki-Zo Council (KZC) has mobilized the entire Kuki-Zo community to participate in the rally, scheduled to take place in districts dominated by the Kuki-Zo community. The rally is themed “Expedite Our Political Solution,” emphasizing the urgent need for intervention. In their statement, the KZC highlighted the severe atrocities endured by the Kuki-Zo people, which include extensive destruction of homes and religious places, alongside the ongoing displacement of more than 40,000 individuals. They expressed that continuing under the current administrative structure has become untenable. Furthermore, the KZC reiterated its formal and democratic call for the creation of a Union Territory with its own legislature as a solution to their grievances.

The KZC expressed frustration over the lack of progress, stating that nearly three years have elapsed without any substantive political resolution. The rally aims to amplify the urgency of this long-standing demand. Specifically, in Churachandpur district, the Indigenous Tribal Leaders’ Forum will organize the rally and has asked educational institutions to remain closed in support of the cause. Since the eruption of ethnic violence in May 2023, Kuki-Zo organizations have persistently advocated for a distinct administrative arrangement in the form of a Union Territory. Meanwhile, as the Indian government works to form a new administration in Manipur, there is increasing pressure on the ten Kuki-Zo legislators not to join the coalition. A faction of Kuki-Zo groups opposes their involvement in any new governmental structure. Additionally, reports have emerged suggesting that Kuki-Zo MLAs, alongside representatives from Kuki-Zo armed factions that previously entered into Suspension of Operations agreements, may convene a private meeting with central government representatives in Guwahati. Presently, Manipur remains under President’s Rule, instituted since February of the previous year.
