Kaushal Manthan charts skilling roadmap for 2026 with focus on outcomes and industry alignment

The Ministry of Skill Development and Entrepreneurship (MSDE) has concluded its week-long Kaushal Manthan, held from December 23 to 31, 2025, to shape the national skilling agenda for 2026. The closing session was chaired by Shri Jayant Chaudhary, Hon’ble Minister of State (Independent Charge) for Skill Development and Entrepreneurship and Minister of State for Education. Senior officials, institutional heads, and key stakeholders participated in the deliberations, which aimed to identify priority reforms aligned with national goals.

The discussions stressed the need for a more responsive and outcome-driven skilling ecosystem, with stronger convergence between the Centre, State Governments, and industry. Key themes included improved monitoring of training quality, curriculum upgrades to match technological change, and reorganisation of Sector Skill Councils with defined KPIs. Officials also proposed outcome-based grading for ITIs and greater delegation of powers to regional and institutional levels. A significant focus was placed on creating seamless learning pathways from school to workforce, including support for dropouts, professionals, and lifelong learners through credit-based mobility. The Ministry also reaffirmed commitments to establishing a National Federated Skill and Workforce Registry and repositioning apprenticeships as the main school-to-work route.

In Guwahati, stakeholders believe these reforms could boost employability and industry readiness among youth in Assam. Local MSMEs and service sectors are expected to benefit from stronger apprenticeship linkages and upgraded skill training aligned with real industry needs. The Ministry said the resolutions adopted during Kaushal Manthan will guide policy and programme implementation through 2026, ensuring sustained collaboration with States, industry, and institutions.
