The Kamrup Metropolitan district administration has issued an order imposing restrictions on rallies, processions, and public gatherings near the office of the District Commissioner in Guwahati, ahead of the last date for filing nominations for the Assam Legislative Assembly elections 2026. According to the official order issued by District Magistrate Swapneel Paul, March 23 has been scheduled as the final day for submission of nomination papers. Keeping this in view, the administration has received a large number of applications seeking permission for rallies and processions that are expected to end near the DC office.
The order stated that a large crowd and heavy movement of vehicles are expected along Hengrabari Road, especially in the area close to the DC office. The administration expressed concern that such gatherings could lead to serious traffic congestion, disrupt normal public movement, and create law and order issues. It also noted that such a situation could affect the smooth conduct of the nomination process. To prevent any disruption, the district administration has decided to regulate movement and restrict gatherings in the area. The order has been issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. As per the directive, no rallies or processions will be allowed to move beyond the Ganeshguri-Hengrabari Road junction, located near the Ganeshguri flyover. This step has been taken to ensure that the narrow stretch of road leading to the DC office remains clear for essential movement.
Further, the assembly of people in and around the DC office premises, including along Hengrabari Road, has been strictly prohibited during the period of the order. The administration has also restricted entry into the DC office premises. Only those individuals who are officially authorised and directly involved in the nomination process will be allowed entry, and that too as per the guidelines of the Election Commission of India.
