India showcases global leadership in outcome-based financing at UN Conference in Spain

At the Fourth International Conference on Financing for Development (FfD4) held in Seville, Spain, Shri Jayant Chaudhary, Minister of State (Independent Charge) for Skill Development and Entrepreneurship, spotlighted India’s strides in institutionalizing outcome-based financing (OBF). Participating in a high-level panel co-hosted by OECD and the Outcomes Finance Alliance, Chaudhary highlighted India’s success stories like the Skill Impact Bond and Project AMBER, showcasing how public, private, and philanthropic capital can converge for scalable social impact.

The Indian delegation, led by Union Finance Minister Smt. Nirmala Sitharaman, reinforced India’s commitment to linking financing with measurable development outcomes in skilling, women’s empowerment, and livelihoods. Global leaders and multilateral agencies, including the World Bank and UNFPA, joined the session to explore innovative funding approaches for accelerating Sustainable Development Goals (SDGs).

Shri Chaudhary also held bilateral meetings with leaders from OECD, CIFF, UBS Optimus Foundation, and Swiss agencies, discussing collaboration on gender-focused and employment-driven finance models. In Guwahati, where skilling initiatives are vital for youth employment, industry leaders expressed optimism over OBF’s potential to drive data-backed training programs and boost women’s participation in micro-enterprises. Experts believe these models could significantly uplift the Northeast’s employment ecosystem, attracting greater investment in skill-linked ventures. India’s leadership in OBF sets a global precedent for sustainable, inclusive growth.
