The arrests occurred on January 20, after a police patrol noticed a suspicious vehicle with registration number AS-02Z-5386. Upon intercepting the vehicle, authorities found 15 jute rice bags, ropes, packets of biscuits, and three mobile phones, indicating a potentially premeditated operation. This development has heightened fears regarding the mysterious disappearance of street dogs in Dibrugarh, which has alarmed residents and animal welfare organizations.
