The Congress has released its manifesto for the upcoming Assam Assembly elections, laying out a broad roadmap focused on governance, identity, and development. The document highlights 11 key priority areas and repeats the party’s earlier announced “five guarantees”.
The manifesto was released at an election rally in Bokajan in Karbi Anglong district in the presence of Assam Pradesh Congress Committee president Gaurav Gogoi and other senior leaders.
According to party leaders, the manifesto covers a wide range of sectors including governance reforms, protection of identity, healthcare, infrastructure, industrial growth, agriculture, rural and urban development, and climate-related challenges. The party has also spoken about building what it called a “secured Assam”.
The release of the manifesto comes just days after Congress president Mallikarjun Kharge announced the party’s “five guarantees” during his visit to the state on March 29. These include financial assistance for women and a commitment to ensure justice in the death of Assamese singer Zubeen Garg.
Addressing the rally, senior Congress leader Rahul Gandhi launched a strong attack on the BJP-led government in Assam. He alleged corruption under Chief Minister Himanta Biswa Sarma and criticised the role of the central leadership.
Gandhi also accused Prime Minister Narendra Modi and Union Home Minister Amit Shah of concentrating control over the state’s resources. He said the Congress believes in decentralisation and giving more power to local institutions.
He further spoke about inclusive governance and said Assam’s policies should reflect its diverse social and cultural background. Referring to constitutional provisions such as Article 244A, he underlined the need to address regional aspirations.
On the issue of Zubeen Garg’s death, Gandhi said the party would ensure justice within 100 days if it comes to power. He described the singer as a symbol of Assam’s shared cultural identity.
