Assam shuts down BIEO, strengthens Vigilance Directorate in major reshuffle

The Assam Government has formally dissolved the Bureau of Investigation (Economic Offences), commonly known as BIEO, and merged it with the Directorate of Vigilance and Anti-Corruption. The decision, aimed at enhancing efficiency and reducing institutional overlap in investigating economic crimes, comes into effect immediately.

According to an official notification issued by the Governor of Assam, the move is part of a broader restructuring strategy designed to optimize the state’s mechanisms for tackling financial fraud and corruption. The government stated that this step was taken in the public interest to ensure better coordination and more focused investigations. As part of the reorganization, all existing positions sanctioned under the BIEO—along with the officials currently holding those posts—will be transferred to the Directorate of Vigilance and Anti-Corruption. Additionally, all physical assets belonging to the BIEO, including vehicles, documents, office equipment, and infrastructure, will now be under the control of the Vigilance Directorate.

In a move to cut bureaucratic redundancy, the government has also announced that all vacant posts within the BIEO, barring those in the Indian Police Service (IPS) and Assam Police Service (APS) cadres, are being abolished with immediate effect. This is seen as a cost-saving measure as well as a step to eliminate duplication of functions between agencies.
