Regional party United People’s Party Liberal (UPPL) has released its election manifesto for the Assam Assembly elections, emphasizing inclusive development and socio-economic uplift in the Bodoland Territorial Region (BTR). Party president Pramod Boro introduced the manifesto, describing it as a “People’s Manifesto” crafted through stakeholder consultations. The document outlines UPPL’s commitment to ensuring equal rights for all 26 disadvantaged communities in BTR and addressing unemployment by creating job opportunities in agriculture and related sectors.
UPPL has opted to contest independently, distancing itself from the National Democratic Alliance (NDA), and aims to form a government focused on marginalized groups. A significant aspect of the manifesto includes fostering peace through dialogue, inclusive governance, and establishing peace committees at the subdivision level. UPPL also promises to expedite the implementation of the BTR Peace Accord of 2020 and seeks constitutional reinforcement, such as the creation of 60 Member of the Legislative Assembly constituencies and direct federal funding for the BTR government. In terms of land rights, the manifesto commits to distributing land pattas to landless families and resolving longstanding land disputes. The party aims to promote local languages, such as Rabha, Koch-Rajbongshi, and Santali, as mediums of instruction in schools and support diverse religious institutions. Education and healthcare initiatives include providing scholarships, establishing a Central University in Baksa, enhancing healthcare service accessibility, and ensuring adequate hospital staffing.
Social welfare commitments encompass financial aid for the elderly, assistance for disabled persons, and support schemes for pilgrims of various faiths. Promises also extend to youth empowerment through skill training and employment-linked programs. Boro asserts that UPPL is dedicated to peace and progress, expressing confidence in achieving a significant electoral mandate to fulfill these promises within a united and harmonious BTR.
