In the BJP’s campaign for the September 2025 Bodoland Territorial Council (BTC) election, Assam Chief Minister Dr. Himanta Biswa Sarma spoke at two rallies: one in Orang, which covered the Pasnoi Serfang and Rowta constituencies, and another in Udalguri, which covered the Bhairabkunda and Dhansiri constituencies. Although the BTC has grown and developed since its founding in 2003, Chief Minister Sarma stated that a number of issues have not been resolved.
Sarma made reference to the 2020 BTR Peace Accord, claiming that it brought “permanent peace and prosperity” to an area that had previously been plagued by insurgency and intercommunal conflict. According to him, no group should be regarded as “first, second, or third-class citizens.” “The 26 communities of the BTR share equal rights, much like the Pagladia, Nonai, and Dhansiri rivers merging into the Brahmaputra, different in origin, yet united in flow,” he stated.
He said that all communities should have the same access to land rights and government programs, such as PMAY and Orunodoi, as the rest of Assam. Sarma emphasized the importance of dignity, opportunity, and inclusivity in the land issue, calling for reforms in the Village Council Development Committee system to ensure direct welfare benefits. In addition, he addressed the issue of second-class citizens living in their own country by calling for dignified access to people.
