₹56.71-Crore HMIS Project: RailTel to Digitise Seven Medical College Hospitals in Assam

RailTel Corporation of India Limited, a Navratna Central Public Sector Enterprise under the Ministry of Railways, has been awarded a ₹56.71-crore contract by the Assam government to implement a Hospital Management Information System (HMIS) across seven medical college hospitals. This initiative aims to enhance healthcare delivery by increasing transparency, efficiency, accountability, and patient-centric services. The web-based HMIS is a comprehensive digital platform designed to digitize clinical and operational processes, facilitating better patient care and streamlined hospital administration. Key features include providing patients with direct access to their medical records via mobile devices, enabling doctors to have instant access to patient histories and clinical support tools, and allowing hospital administrators to make informed, data-driven decisions. The integrated system is also designed for multi-hospital coordination to promote collaboration among healthcare institutions.

The seven hospitals involved in the project are Assam Medical College Hospital (Dibrugarh), Guwahati Medical College Hospital (Guwahati), Silchar Medical College Hospital (Cachar), Fakhruddin Ali Ahmed Medical College Hospital (Barpeta), Tezpur Medical College Hospital (Tezpur), Lakhimpur Medical College Hospital (Lakhimpur), and Diphu Medical College Hospital (Diphu). The HMIS will integrate with medical and diagnostic equipment to ensure efficient information flow, thereby alleviating administrative workloads and enhancing service delivery. Execution of the project will take place over seven years, consisting of 78 weeks for implementation followed by a six-month software stabilization phase post-deployment at the final hospital. RailTel will support operations and maintenance for three years, with an option for an additional two years of extended services. This effort is positioned as a significant advancement towards developing a digitally empowered healthcare ecosystem in Assam, aspiring to establish the State as a leader in technology-driven public healthcare delivery.
